"The U.S. Senate has waded into the debate over whether to permit more foreign-born scientists trained at U.S. universities to stay in the country. Although prospects are uncertain for the two bills introduced last week, one of which is bipartisan, the legislation is seen as a sign that Congress is finally thinking seriously about how to tweak immigration laws to retain technical talent without triggering a political free-for-all on the more contentious issue of illegal immigration.”
